Article I : Title
YAPPS – Philippines

“ Comprehensive Poverty Eradication and Environmental Sustainability Program for Youth and their Families” (ComPRES4U)

Article II : Definition
Based on Millenium Development Goals, created for the advancement of humanity and the protection of its rights, there are eight (8) issues aimed to be solved and to be accomplished in the year 2015.
These are:
Sec. 1
a)             Eradicating extreme poverty and hunger,
b)            Achieving universal primary education,
c)             Promoting gender equality and empowering women
d)            Reducing child mortality rates,
e)             Improving maternal health,
f)             Combating HIV/AIDS, malaria, and other diseases,
g)            Ensuring environmental sustainability, and
h)             Developing a global partnership for development



Sec. 2
This council in relation to the recently concluded “ Youth be Aware: Health and Environment Workshop 2012” will adopt the Melaka Youth Declaration created during the delegates forum and also sustains all principles and policies enshrined thereof.
Sec. 3
This council will use the Millenium Development Goals 2015 as one of the foundation of our endeavors to ensure sustainability and protection of the rights of the underprivileged.
Sec. 4
This council seeks to focus and implement one of the Youth Actions Plans created by the delagtes, specifically the Youth Action Plan on Poverty-free and Sustainable Society (YAPPS) and create therefore the Action Paln Chapter in the Philippines under the privilege and duties bestowed by the Philippine Constitution in the Sangguniang Kabataan (Youth Legislative Counci) – San Nicolas 1st, Lubao, Pampanga.
Sec. 5
Furthermore, this council will create its action plan based on the aforesaid program considering the local needs and circumstances.
Sec. 6
All Laws and regulations created under the Philippine Constitution and Sangguniang Kabataan Constituion will also bemoce the foundation in the implementing rules and regulations of this program.
Article III : Scope
Sec.1
Based on the MDG’s we want to implement the following programs.
a)             Eradicating extreme poverty and hunger
b)            Ensuring environmental sustainability
Sec.2
This resolution seeks to include all youth and their families as the focus of this program, most especially out-of-school youth (OSY) in the community which comprises 45% of all youth aged 17-21 yrs. old.

Article IV: Objectives and Goals
A.            Sec. 1
To reduce the waste generation, as much as possible
To recycle the materials that can be used for further benefit
To restore and preserve the natural resources used
To regain and benefit from agricultural products that can be produced

Sec. 2
a)             Plastic Free Community
b)            Establishment of Materials Recovery Facility that will serve as the location where waste can be processed into more beneficial materials
c)             Adoption of Joe Green project, a NGO who specializes on recycling and reducing plastic materials to establish eco-entrepreneurship among the OSY and mothers.
d)            Establishment of Green Village Campaign (Luntiang Barangay)
e)             Agriculture-based workshop and training in support of the Backyard Gardening Program (Hardin ng Pamliya)
Article V: Activities and Strategies
Based on Art. IV the following activities will be conducted upon the approval and creation of Implementing Rules and Regulation of this resolution.
a)             Campaign Drives
-               House – to – House education ( i. e. waste segregation)
-               School Drive Awareness Campaign on the MDG’s
-               Provision for regular collection of waste (3/week to daily)
c)             Reusing of plastics bags and bottles.
-               To avoid waste, use clothe bags instead of plastics when going to market
             Adoption of Plastic-free Community
                  - (Same activities for a and b)
               d.) Functionality of the existing Materials Recovery Facility
                   - provision for mini-garden
                   - serves as the main hub for reusing/recycling materials and obtaining organic fertilizers.
                e.) Livelihood program for Out-of-School Youth through Joe-Green Project
                f.) Backyard Organic Gardening Challenge (for youth and their families)
                g.) Monthly monitoring and evaluation with the Barangay Council
                 h.) Provision for Best Environmental Practices Award (biennial/quarter)
                           - Household, Village, School, Youth Eco-Warrior, Bussiness Establishment
                i.) Fundraising with Stakeholders
                            - Fun Run, Seedling Production
                j.) Inclusion of the YAPPS in Quarterly Meeting of the assembly of Youth.

Article VI : Stakeholders and Resources

a.) Lack of Resources
      - Financial and Manpower
Sec. 3 Strategies
1. Focus on youth, encourage them to join the advocacy
2. Organize worthy activities in relation to this policy and invite the stakeholders to be part of it.
3. Delegate and include all concern individuals for the work.
4. Raise the public awareness.
Article VII: Partnership
Sec. 1 This council seeks also to make aggreements and partnerships to other NGO's who can collaborate with the said endeavor.
Sec. 2 This council also pledge to develp and nourish its specialty in this kind of movement through:
- Attendance to different workshops and conferences pertaining to the MDG's and other youth endeavors
- Initiation of environmental awareness to all member-yotuh and concerned individuals.
- research and development efforts
- being in touch with other YAPPS chapters, World Youth Foundation, UN Agencies and other youth organizations.

Article VIII: Publicity
This council will also make sure that all works and efforts are properly documented and to be linked to concerned agencies for further information for the awareness of the public.  i.e. Newspapers, Television (local), websites, social networks, etc.
Article IX : Obligation and Duties of the Sangguniang Kabataan
This council will also make sure that all policies and principles enshrined in the Rio +20, ICPD 2012, Melaka Youth Declaration and other international and local policies will be implemented, where all our local circumstances make it possible.
All officers, supporters and youth organizations can coordinate their efforts for the establishment of the aforesaid endeavor.
Article X : The YAPPS – Philippines Implementing Council
This resoultion seeks to create a YAPPS chapter here in our community and the following is the structure of the said council.
-                     Sannguniang Kabataan (San Nicolas 1st) – Chief Executive Council
-                     4-H Club : Deseret – Member -Adviser (M.A.)
-                     NGO – M.A.
-                     Barangay Council – M.A.
-                     Youth Org. - M.A.
-                     Academe – M.A.

Article XI: Effectivity and Accountability
The SK council and the Advisory Council will be made liable upon the effectivity of this policy in case of some irregularities.
-                     This will took effect five (5) days upon the approval of the SK council and notification to the Barangay Council
-                     This can be adopted by the Barangay Council or Local Government Units for further improvement of the whole community upon the permission and approval of this council.
